Exactly WHO would be fooled by this type of phishing scam?

Update: For those who read this earlier, I should explain -- the reason I found this so perplexing is that in the actual email I got every word was scrambled. I didn't realize that, 'pon pasting it into my blog, the letters magically descrambled. Fuckers.
